Më 28 janar 1948 ishte emëruar kryetar i Shtatmadhorisë së Ushtrisë. Kreu në Moskë Akademinë Ushtarake "Voroshillov". Në kongresin e parë të PKSH‑së u zgjodh anëtar i Byrosë Politike dhe në vitin 1952 ministër i Mbrojtjes Popullore.
